content/articles/andcontent/tools/— note what exists and what tools lack articles. Do not suggest ideas that duplicate existing articles. - Run 2 web searches max only if the idea bank has fewer than 5 viable unscored candidates — one for trending AI coding tools for beginners, one for common beginner questions
- Output the full list — bank entries first, new ideas appended at the end
